I play Jefferson several times a year,as you probably know it's the home course of Fred Couples,he grew up just a few blocks away and made his first hole in one on number 6 of the par 3 course. It's very casual there. You can wear anything you want, your ideas of proper clothing are totally acceptable. As soon as you can hit your wedge go to the small course and have fun.
References :
What you've picked out should be fine, but even if it's a range I would stay away from "jeans" as they're frowned upon as golfing apparel.
References :
Hello mate,
I have been playing about the same time as you and had a similar score, I used to slice the ball terribly from the tee and pitch the ball back and forth over the green. Like you I watched all manner of online videos and instructional courses, however one really worked for me as it kept it simple and emphasised the importance of practicing your short game. Get this right and you'll knock your score down rapidly. I now play off of a 9 handicap and managed to get this down from 24 in just a few months.
Anyway i'll place a link for you at the bottom, take a look and see what you think.
best of luck and keep practicing.
P..S. Pro lessons are always a good idea but very costly. See if you can't improve your game first by learning the fundamentals.
References :
Copy and paste this into your browser and see what you think, it worked for me.

You can wear whatever you want to a public driving range. A tee shirt and sandals would work. If you continue to go in the future I'd recommend a pair of golf shoes though.
References :
Learn the short game first, learn to be a great putter and have a decent short game. Stroke will drop fast.
References :
There's two schools of thought on this:

1. wear what's comfortable, whether it's you dress shoes, golf shoes, sneakers; tank top, t-shirt or polo; track pants, gym shorts, slacks... so long as your comfortable.

2. dress in what you'd wear on the course. It's about familiarity- if you get certain "feels" in your swing that are only evident when you wear polos, stick with that.

Whatever you choose, there's no right or wrong way.
References :
Polo, knee-high shorts, and sneakers are fine for the driving range. Jeans are fine too, but I'm not sure how comfortable you'll be in those especially if it's hot where you are. And if you're concerned about shoe-grip, you should purchase a pair of golf-shoes that have the plastic spikes on the soles.

Most public courses aren't too picky anymore about your attire as long as it's reasonable -- i.e. don't show up in a tank-top and swimming trunks, and you'll be fine.
References :
It's hard to say. People progress differently. I've heard of people lowering their handicaps dramatically in a relatively short period of time. It depends on how dedicated you are. I know someone who started playing and within 6 months was a scratch handicap. I'm not sure what all this person did as far as how often she practiced or how much instruction she received.
